.Net framework will not install

.Net framework refuses to install even if you point it to a source.

1. Go to the following registry key:
2. HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU
3. In the right-pane, if you see UseWUServer set its value to 0
4. Exit regedit
5. Restart Windows
